At age 10, your son should be quite independent in doing his homework.
I hope he's actually doing his work in a quiet place because television
and siblings can certainly encourage more dawdling. It's a good
idea for you to look over the work when your son is done and to
give him some positive feedback when he does a good job. If he's
made some major errors, he may require explanation, and if he
asks for help while doing the work, it's fine for you to help
him to understand the material.
Timers are helpful for kids who dawdle,
with the encouragement to try to beat the timer. It's also a nice
idea to plan homework time with some family event to follow, like
playing a game or watching television together.
